Parliament Looking Forward (25 May 2009)

My record on Parliamentary expenses is now on my web site and has been scrutinized by a major national newspaper. I have replied to dozens of correspondents about the matter and will continue to be open and co-operative. Given the appalling excesses that have been revealed elsewhere, I believe I have been moderate in my claims for accommodation in London, reasonable with my office costs and within allowed budgets on all areas of expenses.

But if colleagues have broken the law then prosecutions must be considered. Where the rules have been broken, Party or Parliamentary discipline must be imposed and other extravagant spending must end. Especially when others are feeling the pinch from the recession, claiming a duck house, forest or tennis court as ‘essential’ is completely unacceptable. So is the practice of a couple claiming expenses on two different homes.

Human failings must not be allowed to destroy what should be the honourable calling of representative democracy. Through our Parliament we have won the right to vote, the NHS and the minimum wage. We take decisions on war and peace, we balance spending on public services with the burden of taxation and we lead the world in our treatment of international development, climate change and managing the recession.

We should be proud of our democracy; too many of my colleagues seem to have forgotten that. Chastened, we must now return to the reasons why you elected us and make our priorities the real priorities of working people, families and the voiceless.

Much will depend on the approach of the new Speaker. I will support someone who supports backbenchers in holding Government to account, is committed to modernising our Parliament and is acceptable to all sides of the House. I have not yet decided who my chosen candidate will be, but the process will be an interesting one.

It seems that Mr Levitt is prone to making more "mistakes" than Loral and Hardy! I wonder if there are any others waiting to be discovered? Looking through the Communications allowance receipts there is insufficient information to determine if the funds have been spent according to the rules. For example, I notice money has been paid to the labour party out of this fund - how do we know that the mailers, leaflets, postage etc is not being used to subsidize labour party promotional activities rather than legitimate parliamentry activities ? Happily the antics of Mr Levitt will see him and the Labour party out of office at the next election. However we need not just look at the expenses scandal - What about the results of policy? I can think of no greater inditement of the last 12 years of labour than that they have presided over a massive increase in the gap between the wealthy and the poorest in society.They have been at the helm of a government which has done more than any other to undermine individual freedoms and rights and have overseen the implementation of a surveillence and database society! Labour MPs have been happy to sit in the commons and behave like nodding donkeys - they leave their brains outside and do as they are told - The gravy train is the reward. I and many ordinary voters will be happy to see the end of this rotten party political system -

Personally i think that claims for food and cleaning and gardening, home improvements and furniture are not acceptable. I would like to see all of these repaid. Also claims for rent, when it transpires that rent is being paid to family members, however indirectly, as with the conservative MP's for Macclesfield and Congleton; I dont think this applies to our MP. I am suspicious of the employment of relatives under staff expenses. If this takes place I would expect 100% disclosure of hours duties and income, we haven't been supplied with these details for Mrs Levitt who is employed as her husbands London PA. Harriet Harman states that we can see where the second home being claimed for by our MP is from their rates bill, which will have been scanned and put on line, with the address concealed. This is not the case with Tom Levitt. He says that his second home is in London, but that is all. I think that Tom's claim for a digital camera, bought in the US in Sept '07 should be repaid. Most households with an income 3 times the national average wage own a digital camera; there is no need to burden the taxpayer for tooling up with everyday gadgets. On the whole i think that Tom Levitt is re-electable if he repays the expenses claims for furniture and home improvement and food, and is a bit more forthcoming with information about his second home, and his wife's salary. Hopefully we will get assurances about this at the meeting in Chapel en le Frith on Friday June 5th

'I have been moderate' - rubbish. This is the extract from the Times: Tom Levitt The MP for High Peak submitted a £16.50 receipt for the cost of a poppy wreath he laid during Remembrance Sunday commemorations. The Fees Office rejected the claim, and Mr Levitt, who employs his wife as his parliamentary assistant, said it had been made in error. After receiving a £5,281 bill for renovations, officials asked Mr Levitt to justify the claim. The later reimbursed him for it, but refused to refund the full £8,013.77 cost of installing a new bathroom. Your response above seems to blame others while not accepting that YOU are equally to blame. You are my MP and I consider some of your expenses, to quote you above, 'completely unacceptable'. If a shoplifter gets caught and then offers to give the goods back it doesn't stop them being prosecuted - why are MPs different ? I want ALL the money repaid, MPs prosecuted, pensions/lump sums for wrong-doers stopped (ie they have been sacked for misbehaviour), the Labour Party to replace ALL those MPs listed for dodgy claims (including you) and for the new MPs (if the Labour Party have any left after the next election) to have a new code of conduct with far tighter scrutiny of claims. Only then will I and many others return to the Labour Party. You have let us down and we do not trust you anymore.

What's even more galling is that you were on the committee that was supposed to monitor all this nonsense for a number of years ergo it's looks even worse for you than it does for those who were merely getting they're claims rubber stamped by the office you were meant, in part, to be overseeing. Can't wait to exercise my right to spoil my ballot paper this week - can't wait for a general election where I'll do the same thing again - this is your legacy. This issue will not go away despite all the ducking and diving going on, I'm sure memos are being passed around parliament telling MP's to look contrite and say all the right things and that the British people are more interested in the result of 'Britain's Got Talent' so all you have to do is keep a low profile and provided you didn't buy a duck house it'll all go away....well it won't because the ones falling on they're swords were the sort of chinless wally's you'd expect to be doing this sort of thing, not people who once stood on a platform shouting for workers rights and the abolition of the worst excesses of capitalism and yet you still don't get it do you? When is our public meeting? When do we get the chance to question you in front of your peers?

Reading through this with incredulity - what on earth possessed you to spend my taxes on a bathroom cabinet costing £649 and why are you spending tens of thousands on stationery (but not psotage)? YOU ARE WASTING MY MONEY SO STOP IT NOW ! Do not blame 'your collegues' - you tried to keep this all quiet so you are just as guilty as anyone. You have lost the Labour vote from me and my family & friends for good. Quit before you are removed at the election.

You just don't 'get it' do you? They were your rules with no scrutiny applied. You, and the likes of you, have turned an 'honourable calling' into feeding time at the zoo. You mention democracy yet you vote with a government determined to remove democracy at all levels - if you believed in democracy then you would resign the seat immediately and revert to the people - 'the court of public opinion' I believe one of the commissars called it? At the point when the result was called, the definition of democracy would become clear to you and a recount would not be necessary on this occasion. Moreover, why did you need a hair dryer to carry out your parliamentary duties? I'm not the most observant person around but......

Compare and contrast with what was written on May 11th. Here, at last, we begin to see an understanding of how the electorate in general are feeling and, for the first time, a note of contrition. The question now becomes a very simple one; how does the parliamentary system regain the trust of the electorate? As often, a simple question but there will not be an easy answer.

Still looking; perhaps you could confirm that the Council Tax for your second home is paid in 12 monthly instalments as here in High Peak we pay for 10 and get "2 free" so to speak. You have consistently claimed for 12 moth council tax reimbursments except March 04 I think where it was £0. Also, do you not think that spending £1500 on a sofa bed is exactly the sort of extravagance that has riled the public. By all means pay whatever you like yourself; but this was funded by me (partly). I do not know what your plans are for the next election, but I am worried that unless you stand down certain other parties will have a free passage to Westminster and I would prefer the Labour Party had a semi-decent chance of holding again.

Just looking through your expenses ACA o7-08 and 2 points. It looks like you've claimed for 5 quarters for TV licence through that year, and also within this file there is Ian Lucas' expense form for Dec 07. Hopefully he has a copy otherwise you'll need to send it back to him.
